Back in Volume 8 there was story going on in the background that evolved over the course of the volume of an old lady complaining about having to shelter up with the faunus in the crater, and over time we see her, her daughter and granddaughter being around the old badger faunus that gave Oscar soup. And in the animatic we see both that family and Old Badger standing amongst other minor background characters from both Mantle and Atlas during Nora's opening narration.
Yes there was one person snapping at Willow, but here are 2 details. 1, we see the Granny and her Daughter try and calm that woman down. And 2, that moment was during Winter's section. i.e. A doom and gloom section. A section showing Winter's depression, shame, and how all she can see are how bad and wrong things are.
Now....what followed Winter's section? Oh right, Qrow's section. A section showing how he is feeling hopeful. How he, of all people, can see the good that is going on around him. We see supplies being handed out. We see Klein giving checkups and Willow helping an injured person. We see the Happy Huntresses playing with kids. We see Qrow have a lucky catch to stop a guy from falling.
Psy, what you, those on SB, and various RWDE's need to accept is that RWBY is "hopepunk". Meaning no matter how bad things might look, you need to hold on to hope, never give up on the good, and KEEP. MOVING. FORWARD.
Yes there will be people that let their personal grudges get the best of them, but by and large even then people can still come together and pull off miracles. Willow is not giving up and trying to do better, so in time that same person who took a verbal shot at her could still come around by the end of things.
