Well they are competent, interesting, relevant to the fucking plot and themes, have cool designs and more depth than a sheet of paper, all traits Cardin lacks and the time and resources needed to both give them to him and the loops needed to justify his inclusion would overall weaken the story compared to continuing to include and focus on already established and story relevant characters.
