Not sure if you'd count this as a strategy game, but Iratus: Lord of the Dead is pretty good. Darkest Dungeon would be what I'd call it closest to, but a bit more strategic and a bit less good in the UI department.
Sometimes you just can't make hard and fast rules that apply to every situation- and judgement calls have to be made.
I'd say that handling incivility that's punching up should be different from incivility that's punching down.
My own personal priority is who will deliver the biggest win.
