The European Federation is broadly capitalist, but a combination of stiff taxes and publicly owned utilities plus sale of natural resource extraction rights makes it possible for the federal state to deliver on its promise of post necessity. The market outside necessities is left mostly alone, with only light regulation and labour laws, counting on people not having to work for survival to reduce pressure. Necessities are usually construed to include water, food, housing, basic clothes, healthcare, education and information networks access. Most people still look for work because the necessities plan means having to live in cheaper social housing away from attractive areas and leading a very frugal lifestyle. Each member state is responsible for implementing the post necessity program, even though there is a high level of cooperation and oversight at the federal level. Some use this freedom to implement incentives to work or draft unemployed people into work-for-necessities programs to fund the system, while other states simply deliver a blanket necessity package. The federal authority judge programs on rate of people remaining without necessities over other factors. The plans are implemented through a mixed economy of state owned companies and private contractors, with various levels of vertical integration.
